1. Analysis of HCFCs Quota Allocations in 2019 and Their Use in Taiwan

    The HCFCs quota allocations limit in 2019 was set at 63,815.6 ODP kg, which was 10% of the national consumption baseline. The Taiwan EPA allocated HCFCs quotas for 28 companies, of which 9,787.3654 ODP kg were allocated to 18 users and 54,028.2346 ODP kg were allocated to 10 suppliers.

    According to the declared data from the users, the total HCFCs used was 10,193 ODP kg, which was about 260 ODP kg less than in 2018. The major application of HCFCs in Taiwan is refrigerants, which include HCFC-22 and HCFC-123. Moreover, uses for repair and maintenance accounted for 7,627 ODP kg, which was approximately 74.83%. Central air conditioner production used 2,554 ODP kg, which was 25.06%, and pressure switch production used 12 ODP kg, which accounted for 0.11%.

    The distribution of HCFCs for repair and maintenance in 2019 is shown in Chart 1. Refrigeration in fishing boats comprised the highest percentage and the total use was 3,772 ODP kg, which was approximately 49%. The second highest was 1,971 ODP kg for central air conditioning, or 26 %, followed by refrigeration which was 1,166 ODP kg, approximately 15 %.

  2. 2019 Statistics on Methyl Bromide in QPS Applications in Taiwan

    According to Articles 5 and 10 of the “Methyl Bromide Management Regulations,” when users apply to the Taiwan EPA for permission to use methyl bromide in quarantine and pre-shipment (QPS) applications, they shall also report the categories of the fumigated products and amounts to be used.

    The total methyl bromide amount used for QPS applications in 2019 was 36,983 kg. Around 75% of the total methyl bromide amount or 27,907 kg were used for quarantine, which was 1,310 kg more than 2018. The other 25% (9,076 kg) were used mainly for pre-shipment purposes, which was 218 kg less than 2018. The statistics of historical methyl bromide use in QPS applications is shown in Figure 1.

    In analyzing the amount of methyl bromide used by the Bureau of Animal and Plant Health Inspection and Quarantine (BAPHIQ) in 2019, the main application was for imported fruits and vegetables, which comprised 59.96%. The second major application was for imported timber and wood products, which comprised 16.29%. And the third was for imported growing medium, and the forth was for exported wood and products made of wood. Moreover, the major amount used by private firms and factories was for wood packaging for export, which accounted for 52.67% of the total amount used by firms. The second was for personal items for export, which comprised 22.22%. The third was for timber and products made of wood for export. The details are shown in Figure 2 and Figure 3.

    The Taiwan EPA called on all importers and users of methyl bromide to use methyl bromide sparingly and use other alternatives (such as heat treatment, phosphine, formalin or steam). The use of methyl bromide should be avoided as much as possible to protect the ozone layer and the environment.

  3. Taiwan EPA Finalizes Quota Allocations for Methyl Bromide in QPS Applications for Second Half of 2020

    According to the regulatory norms of the Montreal Protocol, the consumption amount of methyl bromide had been reduced to zero as of 2005 for developed countries, and as of 2015 for developing countries. However, the amount of methyl bromide used for quarantine and pre-shipment (QPS) is not included in the consumption amount. At present, most countries can still produce and import methyl bromide for QPS purposes, except members of the EU, which stopped the use of methyl bromide for QPS on March 18, 2010.

    In response to international regulatory requirements, the Taiwan EPA published its Regulations for Management of Methyl Bromide (methyl bromide regulations) in 2003 to control QPS applications and the import of methyl bromide. Based on Articles 5 and 10 of the methyl bromide regulations, importers and users for QPS purposes shall apply to the central competent authority for importation and use permits by the end of February each year, by estimating the amount needed for the second half of the calendar year. The same process shall be carried out by the end of each August for the first half of the following calendar year, with related documents attached.

    The Taiwan EPA convened with experts on June 17, 2020 to review and examine documents from applicants related to issuing methyl bromide use and import permits. The issued permits were calculated based on the amount of application quantity, usage and reasonable inventory (10% of usage) in the same period of the previous year, and then a reduction of up to 10% was applied for each discrepancy found by auditors. According to the results for the second half of 2020, there were 3,936.8 kg of methyl bromide 98% allocated for nine users and 20,000 kg of methyl bromide 100% allocated for the Taichung Branch and Kaohsiung Branch, Bureau of Animal and Plant Health Inspection and Quarantine (BAPHIQ).     All import and use permits of methyl bromide are for QPS applications. The allocations quotas in the second half of 2020 should be imported before December 31, 2020. Users and suppliers should apply for an importing license through the “import and export electronic visa system for chemicals controlled by the Montreal Protocol” (https://mop.epa.gov.tw/). In addition, in order to increase the accuracy of declared data, the Taiwan EPA opened an online declaration system on January 1, 2019 to simplify the application process. Please download the application documents from the online declaration system. The Taiwan EPA again reminds methyl bromide users to prevent occupational accidents and protect workers’ safety and health. Using methyl bromide for fumigation should be avoided; priority should be given to other alternatives.
