1. National Council for Sustainable Development Taiwan revised future strategies in response to the Mon

    International Environment Protection working group for the National Council for Sustainable Development Taiwan held a regular meeting in 15th Jan. 2004 to revise work in response to the UNFCCC and the Montreal Protocol. Chief officers from governmental departments participated the meeting, include the Ministry of Economic Affairs, the Ministry of Foreign Affairs, the Ministry of National Defense, the Council of Agriculture, the Ministry of Finance, and the Coast Guard Administration. Delegates representing the Industrial association and the academia were also invited.

    Regarding to the work responding to the Montreal Protocol, the chair concluded to proceed under the current coordination frammework proposed by the EPA, and instructed to correspond accordingly. Major tasks include evaluation of CFCs demand for meter-does-inhalers by the Department of health, and investigation of halon stocks existing in the fire fighting facilities by the National Fire Agency, in military vessels by the Ministry of National Defense, and in public transport by the Ministry of Transportation and Communication.


  2. Taiwan investigated the potential impacts of ISPM on methyl bromide demand

    The International Plant Protection Convention (IPPC) initiated a series of International Standards for Phytosanitary Measures (ISPMs) to prevent transboundary spreading of quarantine pests. Among them the ISPM No.15 Guideline was to recommend measures to reduce risks associated with packaging material made of coniferous and non-coniferous raw wood in the international trade.

    There were two approved measures in ISPM 15, and fumigation to a prescribed specification with methyl bromide is one of them. Some countries with close trading relationships with Taiwan have all revealed their intention of adopting such standards in a near future.

    Bureau of Animal and Plant Health Inspection and Quarantine, Council of Agriculture perceived such development might has impacts on demands of methyl bromide, thus called a meeting with the Taiwan EPA in 2nd Feb 2004 to communicate on strategies and opinions of methyl bromide consumption management.

  3. Council of Agriculture announced rules of quarantine fumigation services from private entities

    In response to the upsurge of fumigation services might be caused by ISPM No.15 Guidelines for regulating Wood Packaging Material in International Trade, the Bureau of Animal and Plant Health Inspection and Quarantine, Council of Agriculture drafted a set of rules to grant authorisation and to certify the fumigation and heat treatment services conducted by the private entities.

    A hearing for the general public was held in 10th Feb 2004, with more than 100 people from various sectors attended. The Taiwan EPA reminded participants that despite the demand of methyl bromide for this purpose was classified as QPS, thus could be exempted from the calculation of national consumption, each stakeholder should still restrain from the use of methyl bromide.

  4. First training workshop for quarantine fumigation operation completed

    In coordination with the rules of granting and certifying the fumigation and heat treatment services conducted by the private entities, a training workshop to ensure the quality and safety of quarantine fumigation operation was held from 12th~13th May 2004 by the Bureau of Animal and Plant Health Inspection and Quarantine, with total 75 trainee signed up.

    Courses were in 5 parts, they were: Control measures of the international treaties on methyl bromide, Physical and chemical characteristics of methyl bromide, Fundamental requirements for fumigation site and facilities, Health and safety issues. A writing test was given to the trainee at the end of the courses, for those whom passed the test could then receive an approval document from the Bureau of Animal and Plant Health Inspection and Quarantine.

  5. Taiwan EPA completed the 3Q and 4Q HCFCs quote allocation for 2004

    For non-Article 5 countries to the Montreal Protocol, 2004 is the first year to reduce their HCFCs consumption to 65% of their base year level. It is also the agenda set by the Taiwan EPA to be in compliance with the accord voluntarily.

    Consequently, the industry in Taiwan faced a 35% decrease of HCFCs quota for the first time However, since such tightening of HCFCs quota has been notified and communicated with the industry for more than 3 years, there appeared to be few problems for the transition among them.

    The first meeting to confirm with importers, applicators and producers of their 3Q and 4Q HCFCs quote of this year was held in 28th Apr 2004. There were 109 applicators in total, receiving 59,951 ODP kg for the 3Q, and 51,735 ODP kg for the 4Q. HCFC-141b and HCFC-22 were the major species allocated, with small proportion in HCFC-123 and HCFC-408a.

    There were 12 importers and only one producer applied for allocation; in total they received 31,660 ODP kg for the 3Q and 32,899 ODP kg for the 4Q. The EPA also noted many applications in the past has unusually high rate of demand for refrigerant leakage, thus strongly urged those should improve their operation as soon as possible.

  6. Report from the seminar in non-HCFC-141b cleaning technology

    The Ministry of Economic Affairs, Industrial Development Bureau held a half-day seminar in non-HCFC-141b cleaning technology on 11th May 2004 to smooth the progress of HCFC-141b replacement in precise cleaning purpose. Cleanvy Co. Ltd., 3M, and Taiwan Supercritical Technology Co. Ltd. took parts to present their products and technology to around 40 technical personnel from industry.

    An overview of water cleaning technology was presented by the expert from the Computer and Communication Laboratory, Industrial Technology Research Institute in the opening of the session. He pointed out that most of the electronic product cleaning applications could be replaced by water cleaning. However, he also recognised the major barriers of deployment are the space requirement of the facilities and the additional costs for water treatment.

    3M introduced their patented NovecÔ engineering fluid series¡V HydroFluoroEther, as a potent candidate for substituting HCFC-141b. ¡?There is no dramatic changes to the current cleaning facility required by applying NovecÔ¡¦ claimed by Mr. Weli Lin, the technical service engineer of 3M Taiwan. Moreover, the Ozone Depleting Potential of the substance is zero, and the Global Warming Potential for the highest in the series (HFE 7100) is only 320 times of CO2.

    Cleanvy Co. Ltd. Japan presented the concept and the design of their Hydro Carbon (HC) cleaning facility - Vaccy series. Mr. Norio Wada, manager of Cleanvy, pointed out that around 85% of the cleaning operation for electronic device in Japan has shifted to HC. And the distinctive feature of the Vaccy series is at the final rinsing and drying stage, which is operated under the vacuum condition to ensure the efficiency and safety of operating with HC.

    Taiwan Supercritical Technology Co. Ltd. is the only local companies that presented in the seminar. They started to market their liquid CO2 cleaning facility in Taiwan only in the recent years, and currently a prototype of supercritical CO2 cleaning facility has been constructed and tested by their contracted buyers. The results presented showed a promising future. However, the high initial costs could potentially marginate its application only in certain niche markets for the near future.

    Before the end of the session, the officer from the Industrial Development Bureau indicated that company deploying technology or substances that replacing HCFC-141b could apply for certain percentage of tax break. Currently the maximum rate could go up to 13%, but it will reduce to 11% from 2005 onward, so he encourage company intent to do so should start sooner.
