1. The activity of Montreal Protocol twenty anniversary celebration

    The Taiwan Environmental Protection Administration (EPA) held two days on 2007 September 10~11 to celebrate the Montreal Protocol in NTU the second student center, Taiwan to show our efforts and achievements to devote to protect the ozone layer.


    In the morning at September 10, the activity held opening ceremony and lecture about special topics, especially invited guests to participate.


    In the beginning, Chong-Shin Chen, the general director of the EPA addressed that in the early Taiwan meet difficulty situation to join the Montreal Protocol, at the same time the domestic and related industry devote effort to match up the measures to protect the ozone layer of the world. The international pay much attention to Taiwan's efforts and get the EU countries identification.


    And then the professional scholars give lectures on related topics like the director of the Industrial Technology Research Institute, Pro. Wang of the National Central University, Mr. Lin of the Ministry of Transportation & Communications Central Weather Bureau, Mr. Chen of Taiwanese service industry of the energy technique develops association, Mr. Lu of the Formosa Plastics incorporated company, and Mr. Wu of The Environmental Protection Administration (EPA). There were about 105 guests coming to join the activity.

     

    Besides, there was children's album of paintings or drawings, posters and movies about the atmosphere protection exhibited by the side of the show.

  2. The meeting discussion about sharply reduce and control of the HCFCs consumption

    The symposium held in the afternoon at September 10, discuss points as follows?

    1. For reaching the new control label of the Montreal Protocol?in year 2010, the HCFCs consumption must reduce to 75 percentage of the gate quantity. Now Taiwan EPA thinks to control the developed country, the level of ODP value and the maturation of the substitute technology etc. Recently continually review and planed the stop-use program of HCFCs, draft the production in internal manufacturing process includes high Pin communication products, PU foaming agent, PS/PO foaming agent, frozen air- condition etc, will stop using HCFC-141b and HCF-22 since 2010. And centrifugal-ice water machine will stop using HCFC-123 from 2015.
    2. According to the used register data of user, the quantity in maintain was occupied more than 8 percentage of our country consumption amounts. But it only allow 0.5 percentage consumption on maintain about the control program of the Montreal Protocol. So undertake to plan the management of maintaining, including that the various equipments stop filling again in the control schedule of HCFCs etc, will be the most important work.
    3. Now the major problem of the substitute foaming agents focus on the high price of HFCs and unstable supply, but HCs has problem on safety, therefore hesitate still currently.
    4. Owing to industry stop using HCFCs have plenty of time, besides the centrifugal-ice water machine and refrigerator, it completely develop the technology application to various non-HCFCs equipments.
    5. Taiwan EPA indicated that the stop-using program was not announced, follow-up will by visiting factories and hold symposium etc, to communicate with them, hope to stop using HCFCs successfully in order to conform the standard of the Montreal Protocol.

  3. The meeting to discuss the illegal trading and smuggling of chemical substances specified in the Montreal Protocol

    The meeting held in the morning of September 11, 2007, and the discussion points were as follows?

     

    1. In the discussion meeting, the Taiwan EPA declared that the direct influence of smuggling activities, including depriving the nation of income, reducing the profit of legal manufacturers/industry, negating the government's efforts to reduce the usage of undesirable materials, reducing market inducements of substitutes and technology promotion, and finally postponing the recovery program of the Earth's ozone layer.
    2. According to the regulation of Taiwan covering the disposition of smuggled goods, controlled materials are submerged and destroyed, except Halon. In Taiwan, about 879 ODP metric tonnes of materials were seized and destroyed between 1995 and 2006, including CFC-12, CFC-11, Halon and a small amount of carbon tetrachloride, CFC-113 and HCFC-22.
    3. It was proposed that the nation improves the exactness of the statistical data relating to the import and export system, including setting up an audit of data by a third party, labeling the destination or source country of imports and exports, and periodically auditing the local supply chain.
    4. In the future, Taiwan EPA will establish a standard procedure to cover ODS relating to seizure of smuggled goods, including a contact channel to conduct material sampling, inspection, collection, transport and storage, in order to face the smuggling process.

  4. The meeting to discuss about the control of the methyl bromide quota allocation

    The meeting held in the afternoon at September 11, 2007, and the discussion points were as follows?
     

    1. The Taiwan EPA issued guidelines covering the "Management of Methyl Bromide" on May 21, 2003 in accordance with the "Operation Rules for the Control of Methyl Bromide", in order to regulate import and export control, utilization limitations, company applications and reporting procedures for the use of methyl bromide, etc.
    2. As the import and consumption quantity of methyl bromide was not in exact proportion in recent years, and the amount permitted for quarantine and immunization, and pretreatment of export goods before shipping was increasing each year, the Taiwan EPA recently amended the "Management of Methyl Bromide guideline". The major amendments include:
      • Increasing the restrictions on authorized companies, for example, by stipulating the utilization qualifications of methyl bromide, the company must conform with ISPM 15 or the company's application must be approved by the authorities in New Zealand and/or Australia.
      • Investigate the feasibility of setting up a limitation on the maximum consumption of methyl bromide for the quarantine and immunization, and pretreatment of export goods before shipping from Taiwan.

    In order to prevent methyl bromide from being used for purposes other than quarantine and immunization, and pretreatment of goods before shipping, the Taiwan government should reinforce the auditing operations of companies that regulate methyl bromide usage.


  5. Reporting of 2006 consumption data for Taiwan to UNEP

    In order to meet the requirements of the Montreal Protocol, accumulate a good record for cooperating with the international environmental protection convention to protect the environment in Taiwan, the government has issued a report to the Ozone Secretariat of United Nations Environment Program (UNEP) regarding the consumption of controlled material every year since 1992. The consumption data was sent to the Ozone Secretariat using both the regular mail and e-mail this year.


    Because this year is the 20th anniversary of the Montreal Protocol, Chong-Shin Chen, the General Director of the Taiwan EPA, wrote a letter offer to congratulation on the successful execution of the Montreal Protocol, emphasizing that although our country is unable to become a contracting member, we would obey the control regulations for non-article five countries (developed countries) to reduce the consumption of ozone layer destructive substances to zero.


    Since 1996, Taiwan has reduced the consumption amount of CFCs to zero, and has frozen the consumption of HCFCs in accordance with the control regulations of the Montreal Protocol. In fact, in 1997 the consumption amount of HCFCs was 84% (536.707 ODP metric tons) of the gate consumption in Taiwan (638.156 ODP metric tons). In 2004 the consumption of HCFCs has been reduced to 65% (383 ODP metric tons) of the gate consumption in Taiwan (414.801 ODP metric tons). It was reduced to 58% (369.98 ODP metric tons) in 2005. In 2006, the production of HCFCs was ceased completely and Taiwan began to relay on imports. The export amount was also greatly reduced (817 metric tons of exported HCFC-22), so the consumption amount increased slightly (390.371 ODP metric tons), as shown in Fig. 1.


    The only HCFCs production factory in Taiwan, the Formosa Plastics Corporation ceased production of HCFC-141b and HCFC-142b in 2004, and then ceased the production of HCFC-22 in June of 2005, so the production of HCFCs in Taiwan has totally stopped since 2006.
