The Protocol requires Parties to manage the flow of controlled substances. The management strategy is based on allocation system in Taiwan; thus keeping records of ODS is very important. The importation of CFCs is now banned. Only HCFCs and methyl bromide for QPS is on allocation.

 
For HCFC, the base for quota allocation is the "HCFC Management Regulation",in which a limit is set for the total quota according to the Protocol. The percent of yearly quota is reserved for government, military and emergency uses. The rest of the quota is allocated to industries-users and supplier, with industries-users in priority. Recent allocation data is listed in table 2-1. Among all sectors, refrigerants is the biggest with over 50% since 2004. (Fig. 2-1)
